Committee on Senate Veterans Affairs June 22, 2004 Mr. Chairman and Members
of the Committee: Thank you for this opportunity to present The American
Legion's view on the many issues being considered by the Committee today.
The American Legion commends the Committee for holding a hearing to discuss
these important and timely issues. S. 50, "The Veterans Health Care Funding
Guarantee Act of 2003." This bill establishes in fiscal year 2006, a system
of capitation- based funding for the Veterans Health Administration (VHA).
