Reform Subcommittee on Technology, Information Policy, Intergovernmental
Relations, and Census July 20, 2004 Thank you Mr. Chairman and members
of the committee for inviting me here today. Of course, the bad news about
Election 2000 was that mainstream America, for the first time, realized
that elections were not perfect. In fact, as the CalTech/MIT Voting Technology
Project reported, 2 million ballots were lost due to the mechanics of voting
