OUR commitment towards those with special needs is the measure of our humanity. Are we doing enough?
DURING a national educational seminar in the 1970s, a participant put forward the case that more resources should be allocated to provide facilities for the physically, intellectually and socio- culturally disadvantaged.
Another participant countered that since resources were scarce, they must be alloted for those who were able so that they could contribute to national development.
