Statement of Ms. Nina E. Olson National Taxpayer Advocate, Taxpayer Advocate
Service Committee on Senate Finance July 21, 2004
Mr. Chairman, Senator Baucus, and members of the Committee,
thank you for inviting me to testify here today on approaches to reducing
the tax gap. I commend the Committee and Commissioner Everson for their
efforts in highlighting this issue. The tax gap has dogged tax administration
since its inception. The good news is that, to the best of our knowledge,
the taxpaying public pays approximately 85 percent of the taxes it owes.
The bad news is that the taxpaying public does not pay approximately 15
