For Immediate Release August 2, 2004 "Intelligence Community Leadership
Act of 2003" The "Intelligence Community Leadership Act of 2003" is designed
to make a fundamental change in the structure of the U.S. Intelligence
Community. It establishes a "Director of National Intelligence" who will
have the responsibility, and authority, to lead the fifteen agencies and
departments which together constitute the Intelligence Community. With
such leadership we can begin the process of intelligence reform necessary
in the post-Soviet age of non-state terrorism and asymmetric threats. Creates
