Enforcement of strict Islamic law has lost some of its fervor since its introduction in northern Nigeria, but the legal code remains the basis for widespread violations of human rights, an international rights group said Tuesday.

New York-based Human Rights Watch accused governors in the 12 northern Nigerian states that have adopted Shariah over the last four years of using it as "a political tool" at the expense of the rights of citizens.
