It might sound cynical, but reading an official Scottish Executive report is rarely a "life-changing experience". But that is how Peter Peacock, the minister responsible for social work, described the report into services for people with learning disabilities in the Borders which he published last week.

He didn't mean it in a good way. Provoked by a case which has been variously described as horrific, depraved and brutal, the twin investigations by the Social Work Services Inspectorate (SWSI) and the Mental Welfare Commission found an almost unimaginable level of failure in social and health services.
