Redefining the Refugees Right now, UNRWA lists 3.8 million Palestinian refugees. But under the narrow criteria of the leading United Nations refugee body, UNHCR, that number would fall to fewer than a million. So why would two Palestinian advocacy groups want the UNHCR to take charge?
