THE TRADE IS finally complete. A year and a half ago Loew's
Hotel chain hired chef Jeff Tunks from the River Club (3223 K St.
NW) and sent him to California. Now Capital Management and
Development (CM&D), which owns the River Club, has hired chef Andrew
Pappas from Loew's Regency Hotel in New York.
Pappas is best known for his half-dozen years as chef at New
York's Post House where, as CM&D partner Peter Jaffe boasted, "He
was two-star in the New York Times." While two out of a possible
four stars doesn't sound like a lot to brag about, restaurateurs
define two stars as "well regarded and a business," according to
