Devon county COUNCIL: Exeter's population is too small to stand
alone and pay for and manage the enhanced set of services capably.
EXETER CITY COUNCIL: There is no evidence to suggest that
smaller unitaries deliver worse services than large ones. Similar-
sized Hartlepool and Telford and Wrekin are top performers.
DEVON COUNTY COUNCIL: Separating Exeter from the rest of Devon
will mean that public services across the county are more expensive
because of reduced "economies of scale". This issue is more acute in
a sparsely-populated area such as Devon.
EXETER CITY COUNCIL:Devon without Exeter would still boast a
population of more than 600,000, larger than the majority of
unitaries, ...
