Article: L.A. Sheriff's Department Cited for `Excessive Force'; Independent Panel Finds `Lax Discipline'

A lack of discipline in the Los Angeles Sheriff's Department has resulted in the use of excessive force, particularly against blacks and Hispanics, according to the findings of a six-month investigation released today.

The criticism is the latest in a barrage of complaints against Los Angeles-area law enforcement agencies. Though national attention has been focused on the Los Angeles Police Department after last year's beating of motorist Rodney G. King and this spring's riots, the reputation of the sheriff's department is much the same, according to civil rights advocates.
