Appropriations bills can include some pretty arcane language
addressing what seem to be obscure matters, but seldom do they do
anything like what the Senate's newly passed USDA appropriations
bill tries to do - tell veterinarians how to practice medicine.
Specifically, how to diagnose a certain type of painful injury in
horses.
According to veterinarians, the injury is one that is often
deliberately inflicted by some owners of Tennessee walking horses in
an attempt to make the animals step higher than normal when
competing in shows.
Because the breed is judged on its high-stepping gait, some
owners make the animals pick up their feet by rubbing acid or other
