Article: Eagleburger to Head `Caretaker' State Department

A caretaker-run State Department will be left to deal with the international crises of the next few months under the guidance of Acting Secretary of State Lawrence S. Eagleburger and career officials who have had a back seat in policymaking for the past 3 1/2 years.

The departure of Secretary of State James A. Baker III and his brain trust of close aides, announced yesterday, lops off with one stroke the tightly knit group of officials who have given direction to the State Department since January 1989.
