On 30 July, "Izvestiya" editorialized that "Russia's best
response" to the unfolding crisis in North Korea could be to launch a
preemptive strike against that country's nuclear facilities. The
daily argued that if North Korea launched a nuclear strike against
Seoul, radiation could easily spread within hours through Primorskii
and Khabarovsk krais. The paper also reported that regional officials
are holding meetings in Khabarovsk on civil defense and a possible
emergency situation. The paper quoted a Vladivostok-based
meteorologist as saying that radiation from Seoul could reach
