To passersby on Rhode Island Avenue, the small city of Mount Rainier may not look like much.

Many of its storefronts have grown tattered with time and a handful of others have been forced to close as the recession made its way through the region. But to the 8,000 residents of this working-class community, Mount Rainier is a place waiting to happen.

And the next few years could determine whether it does.
