Article: House Republicans Offer Energy Plan; Conservation, Use of Renewable Fuels, Arctic Exploration Stressed

House Republicans waded into the growing energy policy debate on Capitol Hill yesterday with a wide-ranging bill that delivered a message to the Bush administration and a challenge to the Democrats.

The message to the White House, expressed in polite but clear language by senior GOP legislators at a news conference, was that the National Energy Strategy proposed by President Bush last month is a political nonstarter because it is not strong enough on energy conservation and the use of renewable fuels.
