House Republicans waded into the growing energy policy debate on
Capitol Hill yesterday with a wide-ranging bill that delivered a
message to the Bush administration and a challenge to the Democrats.
The message to the White House, expressed in polite but clear
language by senior GOP legislators at a news conference, was that
the National Energy Strategy proposed by President Bush last month
is a political nonstarter because it is not strong enough on energy
conservation and the use of renewable fuels.
The challenge to the Democrats was expressed more bluntly by
Rep. Norman F. Lent (R-N.Y.), ranking minority member of the House
