House Armed Services subcommittees yesterday struck a double
blow against the Bush administration's top-priority strategic
weapons programs, voting to halt production of B-2 "stealth" bombers
and deleting all funds for the cornerstone of a space-based defense
against ballistic missiles.
The two votes, which reflect the thinking of committee Chairman
Les Aspin (D-Wis.) and are expected to be reaffirmed in the full
committee's defense budget today, set the stage for a confrontation
with the White House and its supporters in the Senate.
The B-2 vote, rejecting the purchase of additional copies of the
$864 million bomber after the 15 already ordered, spurned months of
