Article: Dispute Over Control Lashes Heritage Harbour; Owners at Annapolis Project Fight Developer

Chuck Foltyn had a vision of the future when he moved to a retirement-home development near Annapolis in 1985: a relaxed, hassle-free world where he could manage his own affairs and not have to worry about such incidentals as cutting grass and shoveling snow.

But before he had unpacked, some of his Heritage Harbour neighbors set him straight. The developer, Houston-based U.S. Home Corp., was making decisions about such basic services as grass-cutting without consulting homeowners who paid monthly fees to have the sprawling development maintained, Foltyn said.

"I was appalled by the element of control" by U.S. Home, Foltyn said. He immediately joined the Heritage Harbour Homeowners
