Understandably, state officials in Maryland and Virginia are
taking the lead in talks with General Dynamics Corp. about plans to
move its headquarters to the Washington area. Still, the reaction
among local officials generally runs from one of indifference to
being downright inhospitable. Only Prince George's County had openly
declared an enthusiastic open-door policy toward General Dynamics
before the District belatedly indicated interest this week.
Whereas Montgomery County Executive Neal Potter voiced his
strong opposition last week to the idea of having General Dynamics
in the county, Parris Glendening, his counterpart in neighboring
