YOU CAN'T blame Mayor Ellen Moyer and other Annapolitans for being worried about the future of the West Street library. Such anxiety is natural, given that the city has no direct say on decisions about the facility - it's a branch of a library system that is county-funded and governed by an independent board.

So you could almost hear the city grapevine humming when word got out that a study commissioned by the library board had concluded that the community had outgrown the 40-year-old West Street building, and that there's no room on the site to create the county central library the system eventually wants to build.
