In a small meeting room of the West County Area Library last month, three people with political aspirations made a pinata out of the Maryland Horse Park.

Del. John Leopold, a county executive hopeful, took the first swing.

"On this issue, (County Executive Janet S. Owens) is dead right. The project should not proceed without the adequate infrastructure," said the Pasadena Republican.

County Councilman Pamela G. Beidle connected next.
