Are markable amount of nonsense has been written recently about
the Voting Rights Act by people who should know better. Abigail
Thernstrom {op-ed, Sept. 23} attacks what she calls a "Republican
Civil Rights Conspiracy" and asserts that the Justice Department is
acting to further the aims of the Republican National Committee by
using the Voting Rights Act to try to force jurisdictions to pack
blacks and Hispanics into overwhelmingly minority districts - thus
"whitening" the remaining districts so as to make it more likely
that they will elect Republicans.
Thernstrom attacks the outcomes of various cases brought under
