When Secretary of State James A. Baker III needed a diplomatic
strategy to counter Iraqi President Saddam Hussein's invasion of
Kuwait last year, he turned to Dennis Ross.
When Baker needed a response to the splintering of the Soviet
Union after August's failed coup attempt, he asked Ross to draft a
list of principles that would govern U.S. policy toward developments
there.
And when Baker needed an emissary to inquire discreetly about
who would represent the Palestinians at a Middle East peace
conference now scheduled to open Wednesday, he again relied on Ross.
