Article: Mandatory health insurance?

Gov. Schwarzenegger has proposed a health plan for Californians that would include the 6.5 million residents - nearly 19 percent of the population - that are currently uninsured. He would finance the $12 billion program without raising taxes, a tricky point, since two- thirds of the Legislature has to approve new taxes.

The governor's plan goes ever further than the one proposed by former Gov. Gray Davis, which Schwarzenegger opposed. The new plan would place "levies" (don't call them taxes) on businesses, doctors and hospitals, and it would require everyone in the state to subscribe to some sort of health insurance, much like motorists are required to carry auto insurance.
