A Canadian life insurance company is seeking approval to develop
a large office complex at 555 12th St. NW that would include space
for a fourth downtown Washington department store.
The proposal by the real estate development arm of Manufacturers
Life Insurance Co. is the closest the District has come to realizing
its long-frustrated goal of getting another department store in the
downtown area.
The District government's executive branch has agreed to support
the project, but the plan still faces two major hurdles.
The Board of Zoning Adjustment is scheduled to consider the
developer's request for variances from city zoning regulations on
