Pick a farm bill, any farm bill. Now, guess when and if it will
become law. The next farm bill will be a five-year bill. Or maybe a
10-year bill.
Maybe the farm bill will be passed before the majority of Midwest
farmers plant this year's crops. Maybe the farm bill will be enacted
in time for the beginning of the federal fiscal year in October.
A dizzying array of farm legislative alternatives have taken their
turns in the Farm Bill Roulette on Capitol Hill. The House finished
work on a precedent-setting 10-year farm bill. The Senate Agriculture
Committee produced an alternative five-year bill, while a flurry of
amendments was offered to that legislation before Congress recessed
in December. ...
