Article: Panel considers incentives for urban revitalization; Long-term goals: Planning commission will review proposal for additional property-tax exemptions

The Dubuque Long Range Planning Commission will review several proposed urban-revitalization plans tonight.

The commission will consider how comprehensive goals for the community relate to creating urban-revitalization areas for the Old Main, Cathedral and Langworthy historic districts and for the site of an apartment facility that Area Residential Care plans to build between Keyway Drive and Kennedy Circle.

"The overall purpose is to stimulate private investment by abating property taxes," said Laura Carstens, manager of the Dubuque Planning Services Department. "That helps to encourage investment, help revitalize an area."
