Article: Governor makes big changes to ethics bill; Blagojevich threatens special session to pass his version

CHICAGO (AP) - Gov. Rod Blagojevich on Thursday used his amendatory veto power to significantly alter an ethics bill recently passed by the state Legislature, changes that include creating an executive inspector general and an ethics commission.

The governor threatened to call a special legislative session and keep lawmakers in Springfield through the holidays if they do not consider his changes during the fall veto session.

"These changes take a well-intentioned beginning and create a tough ethics package that can proudly rival any in the nation," the governor said at a news conference in the James R. Thompson Center.
