Federal law hurts special education students; No Child Left Behind does not consider the special needs of many students

No Child Left Behind, the education law that triggered the inclusion of some Dubuque schools on the government's "watch list," is legislation gone awry. The list calls attention to student achievement areas that did not meet improvement guidelines for one year.

Students in special education make up most of the watch areas on Dubuque's list. Under No Child Left Behind, all students - including those in special education - are held to the same achievement expectations.
