FARLEY, Iowa - Plans to build an elementary school in Peosta will go forward. Tuesday, the Iowa State Appeal Board approved the construction of the school, which had been challenged by a group of petitioners.

The appeal board said the Western Dubuque County Community School Board did nothing wrong when it decided to use part of the proceeds from a 1-cent local-option sales tax to build the school. It noted that, in a referendum held Dec. 10, 2002, voters approved spending the tax money for "school infrastructure," and infrastructure includes new school buildings.
