FARLEY, Iowa - Plans to build an elementary school in Peosta will
go forward. Tuesday, the Iowa State Appeal Board approved the
construction of the school, which had been challenged by a group of
petitioners.
The appeal board said the Western Dubuque County Community School
Board did nothing wrong when it decided to use part of the proceeds
from a 1-cent local-option sales tax to build the school. It noted
that, in a referendum held Dec. 10, 2002, voters approved spending
the tax money for "school infrastructure," and infrastructure
includes new school buildings.

school board to specify just how the money was to be used, the ...
