Article: City, humane society split disappointing; Dissolution came without enough earnest discussion

After 100 years of collecting the city's stray animals, it is shocking that the relationship between the Dubuque County Humane Society and the city of Dubuque has come to such an abrupt end.

It is unfortunate two such prominent institutions could not work out their differences without the situation disintegrating into a public divorce.

Both sides could have done more to avoid the demise.

For the humane society's part, it should have informed the city earlier just how dire the situation was. During budget hearings, humane society officials were told that asking for a bigger budget just wouldn't fly.
