DES MOINES - Some county auditors are sticking to paper ballots
for the November general election until more is known about the
reliability of touch-screen voting machines.
Iowa secretary of state spokesman Chris Ludlow said counties have
until January 2006 to comply with new federal standards to upgrade
voting machines. The new standards were adopted under the Help
America Vote Act passed in 2002 by President Bush.
Most of Iowa's 99 counties use optical scanning machines. Only six
counties use lever machines - Delaware, Ida, Sioux, Palo Alto, Keokuk
and Crawford. Van Buren county uses paper ballots. Under the changes,
the law requires counties using lever machines and paper ballots to
