Two months after taking office, New Jersey Gov. Jim Florio (D)
has stunned this largely suburban state by asking affluent taxpayers
to pay more to help poor people concentrated in Newark, Jersey City
and other depressed urban areas.
In a move one supporter called "class warfare," the former Camden
congressman wants to double income taxes for families with incomes
over $100,000, using the proceeds to help poorer school districts and
give property-tax relief to less affluent homeowners. Florio's $3
billion tax plan also would boost sales taxes as well as levies on
cigarettes, alcohol and petroleum products.
