An unprecedented number of Soviet Jews is expected to emigrate to
the Baltimore-Washington area during the next year, prompting
Maryland Gov. William Donald Schaefer to call for state funds to help
pay for their resettlement costs.
Schaefer's proposal to spend $250,000 for English classes and job
training comes as a record wave of Soviet Jewish immigrants strains
the finances of private agencies that for decades have pushed for
easier emigration from the communist country and have committed
themselves to paying for these fresh starts. Up to 600 Soviet Jews
are expected to come to the Washington area in the next year to 18
months, and 1,200 are scheduled to settle in and around Baltimore.
