Wayne Briggs, like other investors in the next phase of
development at the Port of Dubuque, is waiting on parking.
Much depends on the resolution of a city parking ramp near the
anticipated major projects, a structure that would be financed by the
Diamond Jo Casino - if the price is right. And it appears pricing
might be amenable to the parties involved.
"We are tied into the parking ramp. We can't make any decisions
until that ramp gets figured out," said Briggs, lead investor in a
group of Dubuque developers with plans to build Portside Plaza, a
