School districts can expect a one-year reprieve from spending
limits contained in new property tax reform, according to the
Pennsylvania Department of Education.
A special session bill that passed the House last week, and which
Gov. Ed Rendell has promised to sign, forces school districts to seek
voter approval before passing budget increases higher than the
inflation rate.
Education Secretary Gerald Zahorchak e-mailed school
superintendents last week to say they will not have to scrap and
rewrite budgets for the coming school year, despite language in the
bill that indicates 2006-07 budgets will be subject to new spending
rules.
