The Hatch Act as now written is so complicated and arcane that
many federal workers avoid even permitted political and civic
activity for fear of running afoul of it, Washington area officials
said.
"Some think if they vote in a primary or caucus, they're branded
for violating the spirit of the Hatch Act," said Harris N. Miller,
chairman of the Fairfax County Democratic Committee.
The Hatch Act revision bill that passed the Senate this week and
is expected to be accepted by the House would relax and simplify
rules governing the political roles of federal and postal workers.
The president has vowed to veto the measure if it reaches his desk.
