France failing to deal with homeless people: state advisor

PARIS, Dec. 5 (Xinhua) -- The measures, which have been put in place by France to remove homeless people from the streets, are not having the desired effects, France's state advisor Jean-Marie Delarue said Wednesday.

"The policy, which was aimed at removing people from the streets, is no longer working as earlier planned" and "instead of enhancing independence, the current system most often leads to a vicious cycle whereby a homeless person is rescued from the streets and offered shelter only to return to the streets afterwards more destitute than before," Delarue said.
