It was a war between nations - an existing Goliath called Russia
and an emerging David called Japan - that threatened to engulf much
of the world. At the highest level of American government, there
were ruminations that the United States needed to take steps before
the Russo-Japanese conflict became a true world war.
But the United States didn't marshal its troops, assemble its war
ships and invade. Instead, then-President Theodore Roosevelt tried
diplomacy. In Portsmouth.
And it worked.
