It should have been a triumphant day for rookie Virginia Gov.
Timothy M. Kaine (D), whose political prowess was on display
Wednesday against an often hostile General Assembly.
But when the gavels fell on the one-day session and Kaine's vetoes
were upheld in the Republican-controlled legislature, there was no
celebration. There was no news conference announcing the successful
end of a legislative season. There was none of the usual relief at
the prospect of taking back the spotlight from lawmakers.
As he reaches his 100th day in office Sunday, Kaine is presiding
over one of the worst budget crises in state history, fueled by a
