Prisons Chief Made 600 Calls to Lobbyist Secretary Used Work Cell Phone

SANTA FE -- The state prisons chief used his government cell phone to place more than 600 calls over five months to an Illinois woman who registered as a New Mexico lobbyist for two major prison contractors.

Billing records for the cell phone of Corrections Secretary Joe R. Williams show 644 calls from Sept. 24 to Feb. 23 between his phone and a phone listed to the woman on her lobbyist registrations.

The woman, Ann E. Casey, is an assistant warden at a state prison in Centralia, Ill. She first registered in 2005 as a lobbyist in New Mexico for Wexford Health Sources, which provides health care for prisoners, and Aramark, which provides inmate meals.
