The apparently strained relationship between Gov. George Ryan and
Lt. Gov. Corinne Wood should have most Illinoisans asking, "Why do we
need a lieutenant governor?"
The Illinois Constitution does not give any particular
responsibilities to the lieutenant governor. There isn't even a
mechanism for replacing the lieutenant governor if the office becomes
vacant. The usefulness of the lieutenant governor is dependent on the
governor's willingness to assign duties to the lieutenant governor.
Back in the warm fuzzy days of the Ryan-Wood reign, Ryan put Wood
in charge of Illinois Rivers 2020, an initiative to preserve the
Illinois River watershed. She also was involved in programs related
