Article: D.C. Official Disputed On Virgin Islands Project; 2 From City `Never Under Any Contract'

A former public works commissioner of the Virgin Islands disputed today the D.C. personnel director's account of why two key participants in a joint personnel project were in the Virgin Islands last winter.

A week ago, Theodore E. Thornton Sr., the D.C. personnel director, said that city employees James McWilliams and Robert G. Storey were assigned last January and February to help the Virgin Islands Public Works Department streamline its operations.

McWilliams and Storey are both longtime friends of Charles Lewis', the former project manager whom Mayor Marion Barry visited at the Ramada Inn in Northwest Washington on Dec. 22.
