The Montgomery County Council is considering model "family
preservation" legislation that would grant paid parental leave for up
to seven weeks for male and female county employees with infants and
newly adopted children.
The bill's sponsor, council member William E. Hanna Jr.-the
father of seven-said he wants to help families cope with "the
conflicting demands of job and the birth or adoption of a new baby"
during "those crucial early days." He said the bill grew out of
concern over the nurturing and "bonding" needed in a child's infancy
at a time when many Montgomery County households have two wage
earners.
