Article: Baliles Seeks Local Tax for Roads; Optional Levy on Income Proposed as Virginia Legislature Convenes

Virginia Gov. Gerald L. Baliles, handing the General Assembly a January surprise as it opened its 1989 session today, urged lawmakers to grant residents of Northern Virginia and other congested localities the right to impose a local income tax to raise vast new sums for transportation.

Painting a graphic picture of traffic problems in the Washington suburbs and other urban centers around the state, Baliles said Virginia's cities and counties should be allowed to add a 1 percent local surcharge to the state's income tax rate, provided that the surtax is first approved in a local referendum and that the funds are dedicated to transportation improvements.
