A Baltimore building contractor who was a central figure in the corruption trial of former Annapolis Housing Authority director Arthur G. Strissel Jr. was ordered yesterday to pay a $100,000 fine and perform 1,000 hours of community service as punishment for scheming to fix several of the housing agency's contracts.
