Article: Animal control issues await agriculture chief Baldacci yet to name official

AUGUSTA - Whoever becomes agriculture commissioner under Gov. John E. Baldacci faces an immediate, serious challenge: how to address what some animal advocates say is a breach of duty within the state Department of Agriculture to adequately protect Maine's animal population.

After 21 months, little action has been taken regarding the so- called "red report," a list of recommendations made by a panel reviewing the efficiency and adequacy of the animal welfare division. Of 15 recommendations, only three have been addressed.

"The animal welfare program in its present state, under its present leadership, is a disgrace," said Donald Harper, former president of the Maine Animal Control Association.
