Montgomery County's pioneering parental leave legislation was
vetoed yesterday by County Executive Sidney Kramer, who said he is
unwilling to spend nearly $2.2 million a year on a benefit needed by
only a small percentage of the county government's employees.
"It is inappropriate to use more than $2 million at a time when
we already have the best parental leave program in the metropolitan
Washington area," Kramer said.
County employees can now combine sick and annual leave along with
leave without pay for up to 18 weeks to care for a newborn or newly
