When the Vietnamese army leaves here, perhaps by September, the
army of the People's Republic of Kampuchea, in which Hanoi has
invested so much blood at so much cost, will be on its own. The
conventional wisdom is that Phnom Penh's troops will be no match for
the fanatical Khmer Rouge, who once turned Cambodia into a
slave-labor camp and want to do so again.
But the Phnom Penh government has more going for it than
generally thought. "This situation is very different from
