The tap on the shoulder came moments after he stepped off the
Metroliner and waded into bustling Union Station. Then came the
torrent of questions: Do you have your ticket? How did you pay for
it? Where's your ID? You're from New York City, but your parents
live here?
For law enforcement authorities who stop and interview travelers
each week in their campaign to nab drug couriers before they hit D.C.
streets, it was business as usual. For Charles Plummer, a
28-year-old art director who believes he was stopped because he was
wearing an expensive leather coat, the encounter was "a little
annoying." But as he told officers that day, "If this is what it
takes to stop drugs, it's fine with me."
